Seems to me like selling him this transfer window might be the best option: his value is high right now, it would bring in some needed money, and could give Welsh a run in the first team.
The 10 is gone and, potentially, no cup to play for, this season might be over. Why not sell him if we get a good enough bid (~£15 mil)?
